NYSAFC 2026-2027 Officers Installed

Chief William K. Owen III of the Stittville Fire Department, Oneida County, took office as president of the association on June 13 during the 120th Annual Conference & FIRE 2026 Expo.
Chief William K. Owen III of the Stittville Fire Department (Oneida County) was installed as president of the New York State Association of Fire Chiefs during the 120th Annual Conference & FIRE 2026 Expo Installation Ceremony, which was held on June 13, 2026, at the Marriott Syracuse Downtown in Syracuse, NY. He will serve a one-year term leading the statewide not-for-profit organization that represents career and volunteer fire and emergency medical services personnel of all ranks from across New York state.
Bill follows in the footsteps of his late father, William K. Owen Jr., who led NYSAFC as president from 2008-2009 and was a past chief of the Stittville Fire Department. He joined the fire service in 1976 as one of Stittville's first junior members and rose through the ranks, serving as training officer, lieutenant, assistant chief, and chief from 1990-1997. Owen currently holds the rank of assistant chief and fire prevention officer. In 2002, he led the Oneida County Fire Chiefs Association as president, and he continues to serve the association as secretary/treasurer. Owen is also a member of the Firefighters Association of the State of New York and the Oneida County Volunteer Firemen's Association, where he serves as chairman of the Scholarship Program. A member of NYSAFC since 1980, he was appointed to the Conference Committee – Life Safety Sub-Committee in 2013 and served until joining the board of directors in 2017.
Also during the ceremony, Chief Timothy E. Boel of East Greenbush Fire District #3 was sworn in as 1st vice president and Chief Kenneth M. Almy of the Scotia Fire Department was installed as 2nd vice president. Both will serve one-year terms.
Chief George P. June of Catskill Ambulance Service was installed as EMS director, and Chief Nicholas Luparella III of the Riverhead Fire Department and Chief Anthony J. Tripp of the Glen Cove Fire Department were installed as volunteer directors. All will serve three-year terms. Luparella is a new member of the board of directors.
