Annual Seminar Series

In 2016, NYSAFC reintroduced its annual Seminar Series to provide additional educational opportunities for fire service personnel of all ranks at sites throughout New York state. Seminars are conducted by some of the nation’s leading fire service instructors at the local level on a variety of timely topics.

2017 Seminar Series “The Active Shooter and the Fire/Rescue Service”
3-Hour Program

with Lieutenant Gary Benedict (FDNY EMS) and
Detective/Ex-Captain David Norman (NYPD Emergency Service Unit/Inwood F.D.)

This seminar is designed to bring together law enforcement and fire/rescue agencies in a coordinated effort to reach a safe conclusion of an extremely violent and dangerous situation. The program will cover the mindset of the firefighter, the police officer, and the active shooter. The importance of communications and the problems associated with it will be addressed. The program will also review cover and concealment, staging, triage, and operating in a dynamic environment. This program is for all personnel involved in response to such incidents.

The presentation of this program does not constitute an endorsement by NYSAFC of any procedure or policy for response to an active shooter. Every department should evaluate their circumstances and develop policies and procedures appropriate for their department/agency.

Registration Fee:

$15 per person – NYSAFC Individual and Department Members
$25 per person – Non-Members
On-site registration and pre-registration available.

Lecturers:

Lieutenant Gary Benedict (FDNY EMS)
Gary Benedict is a 29-year veteran of the New York City Fire Department Bureau of EMS and is currently a lieutenant assigned to the Bureau of Training. He was previously assigned to Station 57 in Brooklyn and has received numerous commendations and citations throughout his career. In addition, Benedict is an ex-captain and 30-year member of the Baldwin Volunteer Fire Department and a paramedic with the Lawrence-Cedarhurst Fire Department. He is also a certified lab instructor at the Nassau County Fire-Police EMS Academy, a Department of Homeland Security terrorism response instructor, and has provided training for the United States Coast Guard.

Detective/Ex-Captain David Norman (NYPD Emergency Service Unit/Inwood F.D.)
David Norman is a second grade detective and 31-year veteran of the New York City Police Department and a member of the elite Emergency Service Unit. He has been a lead instructor at the New York Police Department Emergency Service Unit’s Specialized Training School for the past 10 years. Norman has instructed various NYPD units, civilian contractors, fire departments, and international police departments and rescue units in all aspects of response, especially waterborne operations and civil disobedience. He is also a Medal of Valor recipient, ex-captain, and 30-year member of the Inwood Volunteer Fire Department.
